The FOA needs to be revised. The FOA currently requires applicants to submit information that will imposes an unanticipated increased burden on applicants and will not provide useful information.
Based on the concern and questions States raised during the technical assistance call ONC realized that it had not anticipated the great level of detail States would drill down to in responding to this information request. Applicants do not have guidance or a definition of what to report for “total amount of expenditures to develop HIE capacity.” There was talk on the technical assistance call this week of States going into private businesses and asking how much they had reinvested in health information exchange. Consequently, the burden on states would be much greater than anticipated and the widely varied answers ONC would receive would not useful because it responses will not be comparable. The resulting changes (deletions) will place the actual burden in line with the burden that was approved in their original request for clearance.
The changes are located on pages 35, 36, and 57.
