Revenue Procedure 2006-24
CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION
This notice establishes the qualifying advanced coal project program under § 48A of the Internal Revenue Code. The notice provides the time and manner for a taxpayer to apply for an allocation of qualifying advanced coal project credits (hereinafter, this application is referred to as an “application for certification”). Within 2 years after receiving this allocation, the taxpayer must submit additional information to obtain a certification for its qualifying advanced coal project. The notice also provides the time and manner for the taxpayer to file for this certification.
USE OF DATA
The information will be used by revenue agents to determine if the taxpayer is entitled to claim the qualifying advanced coal project credits.
USE OF IMPROVED INFORMATION TECHNOLOGY TO REDUCE BURDEN
IRS Publications, Notices and Letters are to be electronically enabled on an as practicable basis in accordance with the IRS Reform and Restructuring Act of 1998.

In response to the Federal Register notice ( 74 FR 25810), dated May 29, 2009, we received no comments during the comment period regarding Notice 2006-24.
EXPLANATION OF DECISION TO PROVIDE ANY PAYMENT OR GIFT TO RESPONDENTS

ASSURANCE OF CONFIDENTIALITY OF RESPONSES
Generally, tax returns and tax return information are confidential as required by 26 USC 6103. Also, § 48A(d)(2)(B) provides that any information contained in an application for certification shall be protected as provided in 5 USC 552(b)(4).
JUSTIFICATION OF SENSITIVE QUESTIONS

ESTIMATED BURDEN OF INFORMATION COLLECTION
The collections of information are in sections 4, 5, 6, 7, 8, and Appendix B of this notice. Taxpayers are required to obtain an allocation of qualifying advanced coal project credits and a certification for qualifying advanced coal projects to claim the qualifying advanced coal project credits. The information will be used to verify that a taxpayer is entitled to claim the qualifying advanced coal project credits. The estimated total annual burden is 4,950 hours. The estimated annual burden per respondent varies from 70 to 150 hours, depending on individual circumstances, with an estimated average of 110 hours. The estimated number of respondents is 45.
Estimates of the annualized cost to respondents for the hour burdens shown are not available at this time.
ESTIMATED TOTAL ANNUAL COST BURDEN TO RESPONDENTS
As suggested by OMB, our Federal Register notice dated May 29, 2009, requested public comments on estimates of cost burden that are not captured in the estimates of burden hours, i.e., estimates of capital or start-up costs and costs of operation, maintenance, and purchase of services to provide information. However, we did not receive any response from taxpayers on this subject. As a result, estimates of the cost burdens are not available at this time.

REASON FOR CHANGE IN BURDEN
There is no change in the paperwork burden previously approved by OMB. This notice is being submitted for renewal purposes only.

REASONS WHY DISPLAYING THE OMB EXPIRATION DATE IS INAPPROPRIATE
We believe that displaying the OMB expiration date is inappropriate because it could cause confusion by leading taxpayers to believe that the notice sunsets as of the expiration date. Taxpayers are not likely to be aware that the Service intends to request renewal of the OMB approval and obtain a new expiration date before the old one expires.
