Dear Ms. Achanta:
Pursuant to Office of Management and Budget (OMB) procedures established at 5 CFR Part 1320, Controlling Paperwork Burdens on the Public, I ask that the following collection of information, ÂConsumer Assistance to Recycle and Save (CARS) Program, Procedures for Dealers to Request Exceptions, be processed pursuant to section 1320.13 Emergency processing.
I have determined that this information must be collected prior to the expiration of time periods established under Part 1320, and that this information is essential to NHTSAÂs mission to implement the CARS Program. We need this clearance so that we may review requests for payment from dealers that apparently encountered problems in submitting electronic applications for reimbursement as a result of problems caused by the agencyÂs computerized transaction system. We also must collect this information to ensure that only dealers that entered into eligible transactions are compensated, and that only one electronic voucher is provided per trade-in vehicle, and eligible new vehicle.
NHTSA cannot reasonably comply with the normal clearance procedures because the use of normal clearance procedures is reasonably likely to cause dealers to not be paid NHTSA to miss a statutory deadline established in the Consumer Assistance to Recycle and Save Act.
Please approve or disapprove the collection of information by September 22, 2009.
As you are aware, NHTSA has taken all practicable steps to consult with other agencies, and industry groups in order to minimize the burden of this collection of information.
