The Economic Development Administration’s (EDA) former Form ED-209S was a paper form eliminated by EDA with the creation of the electronic Form ED-209 as approved by OMB on August 26, 2008.
Form ED-209 is very similar to Form ED-209S and was designed to be used in conjunction with the Revolving Loan Fund Management System (RLFMS), a web-based system. The proposed electronic ED-209S would reduce the number of fields that must be input by EDA Revolving Loan Fund (RLF) grant recipients by auto-generating all calculable fields. This request is needed due to contractor-caused delays in the launching of RLFMS in October 2009, as anticipated, therefore EDA is unable to receive the ED-209 reports electronically. EDA has determined that the reasonable solution for both the Government and the public is to instruct the RLF grant recipients to submit hardcopy submissions of the Form ED-209S, which had been in use for many years and is understandable to all RLF grant recipients.
EDA will work with the contractor as well as the Contracting Officer (CO) to ensure that RLFMS is ready in time for the next information collection request period beginning March 31, 2010.
The change will result in a burden hour increase of 3,913.
The reason for the decrease in number of respondents/responses is EDA will only collect information for one reporting cycle of a semi-annual requirement.
