The Marine Recreational Information Program (MRIP) Angler Registry Database Work
Group (ARDWG) has been charged with the task of developing the requirements and
design for the National Saltwater Angler Registry (NSAR) database and associated
interfaces, including the national registration interface to allow anglers to register in the
NSAR.
It was initially determined that e-mail addresses should not be required for registration
since there may be anglers who wish to register but do not have access to a computer.
Anglers who wish to register but do not have access to a computer will be able to call a
toll free phone number to register via telephone without the need for a computer or access
to the Internet. As the e-mail address was not identified as a required field, it was not
identified as a necessary field and was not included in the original PRA submission.
However, it has since been decided that although e-mail addresses should not be required,
it would nonetheless be useful to allow registrants the option of entering an e-mail
address to be used both to send e-mail confirmation of registration and also for e-mail
communications associated with forgotten registration number and forgotten password
functionality to be implemented as part of the national registration interface.
The e-mail address would be included as an optional field (i.e. not required) with a note
indicating that the registrant may enter an e-mail address if s/he would like to receive email confirmation of registration and/or would like to take advantage of the automated
“forgotten registration number” or “forgotten password” functionality. The registrant
may alternatively refrain from entering an e-mail address and call a toll free phone
number to retrieve a forgotten registration number or password.
E-mail addresses collected would also be useful for data reconciliation/duplicate
checking functionality to be implemented in the NSAR system.
There would be no burden increase expected from this change.
A revised form is not attached, as the form itself is still in development as part of the
National Saltwater Angler Registry System.
