A. Justification


1. The information is being collected to generate suggestions about VA’s homeless Veteran program from our partners in non-profits and state and federal government agencies. There are no legal or administrative requirements that necessitate the collection.


2. VA hopes to build support for the VA’s homeless program by soliciting ideas from our partners and other stakeholders.


3. We’re planning to use a web-based survey. A link to the survey will be provided via email and distributed on paper at a homeless conference VA is hosting.


4. Since we are not intending to use the information for anything other than building support for our programs and generating ideas, there is no duplication.


5. The data collection does not impact small businesses or other small entities.


6. The program would not receive feedback from non-VA partners if the survey weren’t conducted. There are no technical or legal obstacles to reducing burden.


7. There are no special circumstances.


8. The Department notice was not published in the Federal Register. OMB waived the publication of the notice for comments.


9. There are no payments or gifts to respondents.


10. Responses on the web-based survey will be submitted anonymously. Paper surveys will be submitted into boxes stationed at the conference and we will not ask respondents to give their name.


11. There are no questions of a sensitive nature.


12. Estimate of Information Collection Burden.


a. Number of Respondents is estimated at 10,000 per year.


b. Frequency of Response is one time.


  1. Annual burden is 1,667 hours.


d. The estimated completion time of 10 minutes.


e. There is no cost to the respondents.


13. This submission does not involve any recordkeeping costs.


14. The only cost to the government would be the cost to produce 1,000 paper surveys at $0.24 a copy ($240).


15. This is a new data collection.


16. The results of information collection will not be published.


17. The survey does not display an expiration date, and if required to do so would result in unnecessary waste of existing stocks of this survey. VA is requesting an exemption that waives the displaying of the expiration date.


18. This submission does not contain any exceptions to the certification statement

The data collection does not employ statistical methods.
