The American Recovery and Reinvestment Act of 2009 authorized the FCC to create the National Broadband Plan that shall seek to ensure all people of the United States have access to broadband capability and shall establish benchmarks for meeting that goal. Consistent with this effort, and pursuant to requirements under the Broadband Data Improvement Act of 2008, the Commission's Office of Strategic Planning seeks to conduct a broadband speed test and collect information sufficient to create a broadband unavailability registry. This assists in creating the national broadband map as funded under the ARRA.
In order to meet the congressional mandate of February 17, 2010, the Commission must gather data and prepare a National Broadband Plan under the American Recovery and Reinvestment Act of 2009 (ARRA). Additionally, the Commissoin has contracted with the National Telecommunication and Information Agency (NTIA) to create a National Broadband Map, another initiative required under the ARRA. This speed test project overlaps with goals from both of these efforts, and also helps fulfill a mandate under the Data Improvement Act of 2008 to test for actual data transmission speeds.
