institute located in Raleigh, North Carolina. We are conducting an interview to help the National
Park Service understand how different park management decisions affect people’s visits to Cape
Hatteras National Seashore.

Here is a map of Cape Hatteras National Seashore. During different times of the year, parts of
the seashore may be closed to safeguard the nesting areas of various species of protected sea
turtles and shorebirds. Managing the area for visitors can be difficult because the park does not
know in advance where the shorebirds and sea turtles will nest and when different parts of the
beach will need to be closed.
Suppose that under a new plan to manage beach driving the areas in green would be open to
vehicles and pedestrians. The green areas would be managed like they currently are. If protected
birds or turtles nest on the beach, part or all of the green areas could be closed. If a section of the
beach is closed to protect the nests of shorebirds, which usually happens in the spring and early
summer, the section of beach will stay closed until mid-July at the earliest or until the birds learn
to fly. Turtle nests usually hatch from late-July until late-October. The park monitors the nests
and provides weekly updates on which sections of beach are open or closed.
All the areas in blue would be open for pedestrians only. The light blue areas are resource areas
designated to support protected birds. Similar to the green areas, if birds nest in these areas, the
areas may close to pedestrians during parts of the spring and summer.

The purple areas will be closed in mid-March as they are under the current rules. They would be
opened up to pedestrians and vehicles on August 1 or 2 weeks after the last birds learn how to
fly, whichever is later, unless the park can create paths for pedestrians and/or vehicles. Under the
new plan the park would work to maintain more pedestrian and vehicle access to these areas than
there is currently by building pedestrian trails, vehicle corridors, building new vehicle access
ramps and allowing water taxis to service inaccessible areas. Even with these measures, there is
no guarantee that the purple areas would be open during the spring and summer, but with the
park’s actions there would be a better chance for pedestrian and/or vehicle access to parts of the
areas that are under current management.

Here is a map of Cape Hatteras National Seashore. During different times of the year, parts of the
seashore may be closed to safeguard the nesting areas of various species of protected sea turtles and
shorebirds. Managing the area for visitors can be difficult because the park does not know in advance
where the shorebirds and sea turtles will nest and when different parts of the beach will need to be
closed.
Suppose that under a new plan to manage beach driving the areas in green would be open to vehicles
and pedestrians. The green areas would be managed like they currently are. If protected birds or
turtles nest on the beach, part or all of the green areas could be closed. If a section of the beach is
closed to protect the nests of shorebirds, which usually happens in the spring and early summer, the
section of beach will stay closed until mid-July at the earliest or until the birds learn to fly. Turtle
nests usually hatch from late-July until late-October. The park monitors the nests and provides
weekly updates on which sections of beach are open or closed.
All the areas in blue would be open for pedestrians only. The light blue areas are resource areas
designated to support protected birds. Similar to the green areas, if birds nest in these areas, the areas
may close to pedestrians during parts of the spring and summer.
