SUBJECT: Special Transfers for Unemployment Compensation Modernization and Administration and Relief from Interest on Advances


1. Purpose. To provide notification that the Office of Management and Budget (OMB) has approved a data collection related to unemployment compensation (UC) modernization incentive payments.

2. References. The Assistance for Unemployed Workers and Struggling Families Act, Title II of Division B of Public Law No. 111-5, enacted February 17, 2009; the Social Security Act (SSA); the Federal Unemployment Tax Act (FUTA); and Unemployment Insurance Program Letter (UIPL) No. 14-09 and 14-09, Change 1.


3. Background. Attachment 1 to UIPL 14-09 indicated that the U. S. Department of Labor (DOL) was planning to submit an Information Collection Request to OMB, seeking a new OMB Control Number. A Federal agency cannot conduct or sponsor a collection of information unless it is approved by OMB under the Paperwork Reduction Act, and displays a currently valid OMB control number, and the public is not required to respond to a collection of information unless it displays a currently valid OMB control number.


A notice of action was issued by OMB authorizing the collection of materials in support of UC modernization incentive payments. The OMB control number is 1205-0470, the average estimated response time is 8 hours, and the current expiration date for this information collection is September 30, 2009. Please be aware that the U.S. Department of Labor is currently engaged in renewing this collection for an additional three years to accommodate submittals made through August 22, 2011.


4. Action. State administrators should distribute this advisory to appropriate staff. States do not need to take any action as a result of this UIPL. Those states intending to submit applications up through August 22, 2011, for UC modernization incentive payments should continue to follow existing guidance as provided in UIPL 14-09 and UIPL 14-09, Change 1.
