Summary of Changes
Congress amended 30D of the Code, effective for vehicles acquired after 12/31/2009 in section 1141(a) of PL 111-5.
The statute now applies to vehicles using a battery of at least 5 kilowatt hours and no longer applies to low speed
vehicles. We estimate that the actual paperwork burden in 2010 will be unchanged from prior estimates, approved in
OMB number 1545-2137. The document summarizing statutory changes and providing the voluntary paperwork
burden for years after 2009 is Notice 2009-89, which will be published on November 30, 2009.
