The Stabilization program is a formula
grant program with two distinct portions the Education Fund and
the Government Services Fund. During Phase I of the Stabilization
program, States received a portion of their award under the
Education Fund and the entire award amount under the Government
Services Fund. During the second phase of the Stabilization
program, the Department will be awarding States the remaining
portion of their awards under the Education Fund. States requesting
the remainder of their State Fiscal Stabilization Fund moniesin
most cases, the remaining 33 percent of the Education Fund
allocation must complete and submit the application contained in
this packet in its entirety. To receive funding, applications will
need to meet standards of both completeness and quality. The
Department will employ a two-tier review process to evaluate State
applications. The first review will verify that a State submitted a
complete Phase II application. The second review will judge the
application against the approval criteria identified in the NFR to
assess the quality of the plan. The Department is requesting
emergency approval of the State Fiscal Stabilization Fund Phase II
grant application so that State governors may apply for the
remaining portion of these funds.
