The information will be used by the EPA to identify stationary combustion turbines subject to the new source performance standards (NSPS) and ensure that the emission standards are being met. Records and reports are necessary to enable the EPA to identify facilities that may not be in compliance with the standards. Based on reported information, EPA will decide which facilities should be inspected and what records or units should be inspected at the facilities. The records that facilities maintain will indicate to EPA whether facility personnel are operating and maintaining the equipment properly.

There is an adjustment increase in the total estimated labor hour burden as currently identified in the OMB Inventory of Approved ICR Burdens because the required number of sources subject to this subpart is now fully implemented. It should be noted that the increase is not due to any program changes. The previous ICR covered the initial phase of standard implementation which occurred over a three-year period. Hence, the average number of respondents during the initial phase is less than the number of respondents when the standard is fully implemented. This ICR shows the labor hour and cost burden after full implementation. In the previous ICR burden was attributed to private sector, state governments and Federal government respondents. This was corrected in this ICR renewal as all of the respondent burden applies to only the private sector.
