This information collection is under the authority of Title XII of the American Recovery and Investment Act of 2009 (Âthe Recovery ActÂ). Under the Recovery Act, HUD was allocated $4 billion of additional Capital Funds to be made available to PHAs. Per the Recovery Act, $3 billion was to be distributed by the same formula used for amounts made available in fiscal year 2008. $1 billion was to be distributed by competition for priority investments, including investments that leverage private sector funding or financing for renovations and energy conservation retrofit investments. All Recover Act Capital Funds have been awarded. Section 1512 of the Recovery Act outlines the reporting requirements for the use of Recovery Act funds and requires recipients to report quarterly. The information collection is the reporting requirements only and does include any of the grant applications.

The Department is seeking emergency review of the Paperwork Reduction Act requirements for a new information collection which supports the reporting for the Capital Fund American Recovery and Reinvestment Act of 2009 (ÂRecovery ActÂ) grants. The Notice of Paperwork Submission (copy enclosed), explains the burden of the collection requirements.
In compliance with the requirements of 5CFR 1320.13, this letter requests emergency processing within 7 days from the date of this letter. This request for emergency processing is essential because of the urgency for public housing agencies (PHAs) to implement Recovery Act reporting requirements. The Vice PresidentÂs Office has requested that HUD unit production data (number of units rehabbed/developed) be incorporated in year-end Recovery Act reports. As such, HUD must provide the Vice PresidentÂs Office with data by December 31, 2009. To comply with this accelerated requirement, we must collect the necessary information from PHAs by mid-November.
Section 1512 of the Recovery Act details the reporting requirements for the recipients of Recovery Act funding. Recipients are to report on the obligation and expenditure of Recovery Act funds, the projects on which those funds have been obligated and expended, an evaluation of the completion status of projects, and the number of jobs created and retained by the project.
The shortened processing period that we are requesting will help facilitate the prompt reporting of information required by the Recovery Act.
