SUPPORTING STATEMENT FOR PAPERWORK REDUCTION ACT SUBMISSIONS

 

A. Justification


The Corporation for National and Community Service (the Corporation) supports community service initiatives through its programs and special initiatives. These include initiatives such as the 9/11 Day of Service, the Martin Luther King Day of Service, AmeriCorps Week, Senior Corps Week and others. It is the overarching goal of the Corporation to increase community service in the United States and these initiatives are a resource to introduce many people to community service projects.


A1.  Need for Information Collection


In order to gauge our success, to report our outcomes, to engage media effectively, and to deploy resources efficiently it is important for us to be aware of projects taking place as part of these initiatives. We also engage members of Congress and other government officials in local service projects. Projects voluntarily inform us of their projects. This information is critical to the Corporation and particularly to the Office of Public Affairs for the successful completion of their mission.


A2.  Indicate how, by whom, and for what purpose the information is to be used.


The information will be utilized by the Offices of Public Affairs and Corporate Relations primarily to monitor, summarize and report on projects to various internal offices as well as for media, press and other external inquiries. The information will not be listed publicly. 


 A3.  Minimize Burden: Use of Improved Technology to Reduce Burden


The Corporation will be eliciting and accepting response to these questions electronically via secure online reporting section or via email.


A4.  Non-Duplication


There are no other sources of information by which the Corporation can meet the purposes described in A2 (above).

 

A5.  Minimizing for economic burden for small businesses or other small entities.


Submission is optional and voluntary for small businesses and other small entities, therefore they only undertake this burden if they want to let us know what they are doing.



A6.  Consideration of Collection


 The Corporation will be unable to effectively evaluate the success of its service initiatives.


A7.  Special circumstances that would cause information collection to be collected in the specified ways.


There are no special circumstances that would require the collection of information in any other ways specified.


A8.  Provide copy and identify the date and page number of publication in the Federal Register of the Agency’s notice.


The 60 day Notice soliciting comments was published on Friday, July 31, 2009 on page 38172. The 30 day Notice soliciting comments was published on September 20, 2009 on page 56183.

 

 A9.  Payment to Respondents


There are no payments or gifts to respondents

  

A10.  Confidentiality


Information provided by this collection may be shared with federal, state, and local agencies for law enforcement purposes. Information provided by respondents is subject to the Freedom of Information Act and the Privacy Act.


A11.  Sensitive Questions


 The information collection does not include questions of a sensitive nature.

 

A12. Hour burden of the collection


We expect approximately 50,000 respondents to use the online reporting tool, the time involved should not exceed 20 minutes per respondent annually. There is no estimated annual hour burden outside of the customary and usual business practices.

 

A13. Cost burden to the respondent


The total cost burden based on an average cost of $18.77 per hour (value of a volunteer hour according to Independent Sector) is $312,840.

 

A14. Cost to Government


There are no additional costs to the Government.


A15. Reasons for program changes


Not applicable.

 

 A16.  Publication of results


There will be no publication of any submitted information without the approval of the person submitting the information.

 

A17.  Explain the reason for seeking approval to not display the expiration date for OMB approval of the information collection.


Not applicable.

 

 A18.  Exceptions to the certification statement


There are no exceptions to the certification statement in the submitted ROCIS form.
