This data collection requirement
captures the terms and conditions of SBA's new Loan Program for
Systemically Important SBA Secondary Market Broker Dealers. Small
Business Administration (SBA) needs this information in order to
identify program participants, terms of the financial transactions
involving federal government guaranties, and reporting on program
efficiency.
Section 509 of the
American Recovery and Reinvestment Act of 2009 (the Recovery Act),
P. L. 111-5, authorizes the Small Business Administration to
establish the SBA Secondary Market Lending Authority and a direct
loan program within SBA to provide financing for systemically
important secondary market broker-dealers to assist with the
financing of the guaranteed portion of loans originated,
underwritten and closed under the Small Business Act. In order to
implement this program without further delay, SBA is requesting
approval on an emergency basis for this new information collection
that is central to the loan making process. SBAs target
implementation date is November 30, 2009; your review under
emergency procedures would greatly facilitate meeting that
goal.
