JUSTIFICATION FOR CHANGE
SOUTHEAST REGION GULF OF MEXICO GROUPER AND TILEFISH IFQ
PROGRAM

One change is requested in relation to the Federal Permit Application for the Gulf of Mexico
Reef Fish Individual Fishing Quota Landing Location Information Request Form.
The National Marine Fisheries Service (NMFS) is currently approved to request information to
review the preferred landing locations of the program participants. During the initial process for
Landing Locations review, NMFS has been reviewing and finding Landing Locations that cannot
be approved due to access and enforcement issues. NMFS is requesting that participants
complete the attached Landing Location Criteria Form that provides a list of questions to
prequalify landing locations prior to NMFS enforcement review.
This additional questionnaire will require an estimated five (5) minutes to complete and provides
messages for a NMFS “No” response and reason why the landing location cannot be approved.
With an estimated 199 landing location requests, adding the Criteria form at five minutes per
form, an additional 16 burden hours are estimated.
We are requesting approval of this change no later than December 24, 2009. The forms
will need to be available January 1, 2010.
