These records ensure that each tobacco products or processed tobacco transaction can be traced, and ensure that tax liabilities are totally satisfied.

There is an increase in the number of respondents, with the addition of the Processed Tobacco Manufacturers, but a decrease in the number of hours needed to prepare this recordkeeping requirement, due to a reevaluation of annual burden hours.
