Section 3005 RCRA requires owners or operators of a facility that treats, stores, or disposes of regulated waste to obtain a permit. The RCRA permit application has two parts: Part A and Part B. Part A defines the processes to be used for treatment, storage, and disposal of hazardous wastes to be managed. EPA uses the information provided in the Part A application to define which processes can be used and which wastes can be managed subject to permitting requirements in a manner protective of human health and the environment.
