The U.S. Department of the Housing and
Urban Development (HUD) is conducting an important national study
of Disaster Housing Assistance Program (DHAP) families who
transitioned from stepped-up rents (i.e., Phase I) and $0 rent
(i.e., Phase II/Phase III) to market rate or assisted housing and
track their housing, employment, and financial outcomes over
time.
Mr. Ross Rutledge OMB
Desk Officer Office of Management and Budget New Executive Office
Building Washington, DC 20503 Dear Mr. Rutledge: The Department of
Housing and Urban Development (HUD) is seeking an emergency review
of the Paperwork Reduction Act requirements for the DHAP
Incremental Rent Transition Study. The Notices of Paperwork
Submission (copies enclosed), proposed for immediate Federal
Register publication, explains the burden of the collection
requirements and invites public comment on them. This is a
reinstated information collection request. The initial data
collection was approved under OMB control number 2528-0256. In
compliance with the requirements of 5 CFR 1320.13, this letter
requests emergency processing within 14 days from the date of
publication of the Federal Register Notice. This emergency
processing is essential to conduct in January and February 2010
because the Census blackout period begins in March 2010. This
emergency request is necessary at this time because it is an
essential part of the DHAP Incremental Rent Transition Study. The
purpose of the reinstatement is to conduct follow-up contacts with
the respondents to the baseline survey to confirm their contact
information, current housing and household status, and any
potential future moves that might impact the researchers ability
to contact the respondents for a 12-month follow-up telephone
survey. The follow-up contact is necessary to maximize the response
rate for the 12-month follow-up telephone survey. Please feel free
to contact me or Rebecca Parks if you have any questions regarding
this request. Thank you for your consideration and assistance.
Sincerely, Raphael W. Bostic Assistant Secretary, Office of Policy
Development and Research Enclosures
This reinstatement request to
OMB is a new request for approval; there is an increase in burden
of 190 hours because HUD has realized the importance of updating
contact information directly from the targeted sample during the
interim period between the baseline survey and the follow-up
surveys.
