OMB approves this survey acknowledging the limitations of this study. Based on several outstanding concerns OMB approves this survey with the terms of clearance that among other things, there are potential issues with non-response bias, sample design weighting, and interpretation of whether the results can provide an accurate depiction of a household’s willingness to pay for internet service. The following disclaimer must be conspicuously displayed on any results or recommendations, public or otherwise, that are informed from this study, such as recommendations for the National Broadband Plan: “The survey used to generate these results has been determined not to meet the standards of OMB’s survey guidance and should not be used to infer accurate nationally representative estimates.”

The American Recovery and Reinvestment Act of 2009 authorized the Federal Communications Commission to create the National Broadband Plan that shall seek to ensure all people of the United States have access to broadband capability and shall establish benchmarks for meeting that goal. Consistent with this effort, and pursant to requirements under the Broadband Data Improvement Act of 2008, the Commission's Office of Strategic Planning seeks to conduct a survey of residential customers broadband Internet to determine their willingness to apy for different components of brodband service in ordedr to make recommendations as part ofthe National Broadband Plan that is due to congress by February 17, 2010.
In order to meet congress deadline of February 17, 2010 for a National Broadband Plan, the Commission is conducting a Demand for Broadband Survey that will ask consumers about their willlingness to pay for various aspects of broadband services at various prices. This information is necessary for crafting may of the policy recommendations being considered for inclusion in the National Broadband Plan.

This is an emergency request resulting in a program change increase of 1,350 hours which is due to statutory requirements. The emergency request is necessary in order for the Commission to gather data to develop a National Broadband Plan which is due to congress by February 17, 2010.
