Abstract: In the American Recovery and Reinvestment Act of 2009, Congress appropriates funds for the Broadband Technology Opportunities Program (“BTOP”), which includes competitive grants to (1) expand public computer centers capacity projects to unserved/underserved populations to include the benefits of boadband access; and (2) increase home adoption of broadband service.

Emergency Justfication: This emergency review request is needed to enable NTIA to receive and review applications, select applications under the second round of BTOP funding, and comply with the Recovery Act’s deadline of September 30, 2010, for the award of BTOP funds.

These changes necessitated new estimates of hour burden for the applications and response rates for Round 2. The changes resulted in a decrease of responses and an increase in the burden hours
