Management and Budget (OMB) procedures established at 5 CFR Part
1320, Controlling Paperwork Burdens on the Public, I ask that the
following collection of information, Car Allowance Rebate System
(CARS) Program, Disposal Facility, Salvage Auction and Compliance
Inspection Information, (OMB Control No. 2127-0658) be processed
pursuant to section 1320.13 Emergency processing. I have determined
that this information must be collected prior to the expiration of
time periods established under Part 1320, and that this information
is essential to NHTSAs mission to implement this Program so that
we may issue ensure that the qualified disposal facilities and
salvage auctions that are the subject of this collection of
information, have properly disposed of used trade-in vehicles, and
that NHTSA be able to conduct random inspections of motor vehicle
dealers, disposal facilities, and salvage auctions that
participated in the CARS Program. . NHTSA cannot reasonably comply
with the normal clearance procedures because the use of normal
clearance procedures is reasonably likely to cause NHTSA to be
unable to collect the information and conduct random audits to
timely assess the efficacy of the CARS Program and identify
possible instances of fraud or misappropriation. Please approve or
disapprove the collection of information by January 8, 2009. As you
are aware, NHTSA has taken all practicable steps to consult with
the EPA, other agencies, and members of the public in order to
minimize the burden of this collection of information. Sincerely
