SUPPORTING STATEMENT
A. Justification:
1. Section 90.505 requires applicants proposing developmental operations to submit supplemental information showing why the authorization is necessary and what its use will be.
The Commission is requesting an extension (no change in the reporting requirement) in order to obtain the three year clearance from the OMB. The Commission is reporting a 180 hour burden reduction adjustment which is due to a decrease in the number of respondents/responses since the 2007 submission to OMB. The number of respondents/responses reduced from 100 in 2007 to 20 at this time.
2. This requirement will be used by Commission personnel in evaluating the applicant's need for such frequencies and the interference potential to other stations operating on the proposed frequencies.
3. Prior to finalizing rule makings the Wireless Telecommunications Bureau conducts an analysis to insure that improved information technology cannot be used to reduce the burden on the public. This analysis considers the possibility of obtaining and/or computer‑generating the required data from existing databases in the Commission or other federal agencies.
4. No other federal agency collects this data.
5. In conformance with the Paperwork Reduction Act of 1995, the Commission is making an effort to minimize the burden on all respondents, regardless of size. The Commission has limited the information requirements to that necessary to deter against possible abuses.
6. This information is collected only once, upon initial application for a station license. Accordingly, less frequent collections are not feasible.
7. Current data collection is consistent with the guidelines in 5 CFR 1320.6.
8. We published a Notice in the Federal Register on February 3, 2010 (75 FR 5594), as required by 5 CFR Section 1320.8. No comments were received.
9. Respondents will not receive any payments.
10. There is no need for confidentiality.
11. This does not address any private matters of a sensitive nature.
12. Estimate of hour burden to respondents:
This collection requires the applicant to provide a statement of the proposed uses for the developmental operation and assurances that competent personnel will be in charge of such operation. Approximately 10 such applications are received each year with an estimated preparation time of 2 hours each, for a total burden of 20 hours annually.
Estimate of cost to respondents: none.

15. The Commission is reporting an adjustment to the estimated burden resulting in a decrease in the hour burden due by 180 hours due to a decrease in the number of respondents expected to meet the requirement of this information collection.
16. The data will not be published for statistical use.
17. We do not seek approval to not display the expiration date for OMB approval of the information collection.
18. There were no exceptions to Item 19.
