“eForm 6 Access Request”



A. JUSTIFICATION


1. Participants in an electronic filing system developed by ATF will use

this form. ATF F 5013.3, eForm 6 Access Request will provide the capability for electronic processing and approving of import applications, specifically, ATF F 6 Part 1, Application and Permit for Importation of Firearms, Ammunition and Implements of War. ATF has designed an electronic filing program which requires a password for access to the system. Although electronic filing of an ATF F 6 Part 1, Application and Permit for Importation of Firearms, Ammunition and Implements of War, is voluntary, participants must submit certain information about themselves to meet DOJ and ATF computer security requirements. The information required to issue passwords involves collecting Privacy Act information. The information submitted by the applicants will be used to associate them with a particular ATF issued license (ATF F 6 Part 1) and to verify their identity prior to distributing the passwords. ATF requires this information under the authority of 18 U.S.C. 925(d).


2. The information on this form will be used by ATF to authenticate end users in the system to electronically file an ATF F 6 Part 1, Application and Permit for Importation of Firearms, Ammunition and Implements of War. The system will authenticate end users by comparing information submitted on the form to records held in multiple, independently sourced databases, such as consumer credit, postal address and credit card databases. By checking multiple sources, often with an overlapping scope of coverage, the verification engine will facilitate the authentication process and reduce the possibility of fraud. After verifying the applicant user is who they claim to be, a password will be issued to allow the user to access the system. The authentication will also be used for the creation of electronic signatures that will take the place of handwritten signatures, as outlined in the Electronic Signatures in Global and National Commerce Act. The ATF F 6 Part 1 online requires a signature from the applicant as well as an ATF approving official. ATF will also use this form to ensure that the information submitted by the users (company name, address, license number, etc.) matches what is contained in our databases. This will ensure accuracy in reporting data from electronically filed transactions.


3. The form will be available on ATF’s Internet site as a fillable form but cannot be submitted electronically. An original signature is requested from the respondent. The original form must be mailed to ATF. The collection of information gathered from this form will be used to authenticate users in electronic databases. For security reasons passwords and user IDs will be forwarded to users separately.


4. ATF uses a uniform subject classification system to identify duplication and to ensure that any similar information already available cannot be used or modified for use for the purpose of this information collection.


5. This collection does not impact small businesses, since all entities, regardless of size, are required to complete this application to gain access to the electronic filing system.


6. ATF F 6 Part 1, Application and Permit for Importation of Firearms, Ammunition and Implements of War can be filed electronically. The processing and approving of this import application is capable only the respondent completes this information collection. If the information on this form is not submitted the users will not be granted a user ID and password and cannot participate in the electronic filing system.


7. There are no special circumstances associated with this collection. This information collection requirement is conducted in a manner consistent with 5 CFR 1320, Controlling Paperwork Burdens on the Public, Section 6.


8. ATF staff from the Firearms and Explosives Imports Branch created the form. The DOJ Criminal Division, Computer Crime and Intellectual Property Section reviewed the form and suggested that there must be one responsible person per entity registering. Those references have been included on the form. A 60-day and 30-day Federal Register Notice was published in order to solicit comments from the public. No comments were received.


9. No payment or gift is associated with this collection.


10. This form will be maintained in a secure file room in Bureau Headquarters. Moreover, 5 U.S.C. 552 protects the confidentiality of information obtained by the government from regulated individuals.


  1. Information of a sensitive nature is required. The SSN, date of birth and mother’s maiden name are requested to verify the identity of individuals requesting passwords. This information will be compared to records in other databases to authenticate the users.


12. The number of respondents associated with this information collection is 500. The respondents will only need to complete this form once to receive a password to access the electronic filing system. The number of responses is 500. Each form should take an average of 18 minutes per applicant to complete. The total burden associated with this information collection is 150 hours.


  1. The cost to the respondent is postage which is estimated as $210.00. The cost will not be reported on the 83-I because OMB asks for the cost burden in thousands of dollars.

  2. It is estimated it will cost $100.00 to the Federal Government to print 2,500 copies of this form.


  1. There are no program changes or adjustments associated with this information collection.


16. The results of this collection will not be published.


17. ATF does not request approval to not display the expiration date of OMB approval for this collection.


18. There are no exceptions to the certification statement.
