Emission guidelines for hospital/medical/infectious waste incinerators (HMIWI) were promulgated on September 15, 1997. The reporting and record keeping requirements were approved by OMB under this ICR series (2060-0422). The guidelines applied to owners or operators of HMIWI for which construction commenced on or before June 20, 1996 and State regulatory agencies. On October 6, 2009, revised emission guidelines were promulgated, which apply to those sources and also to owners or operators of the five HMIWI currently subject to the source performance standards (NSPS) for HMIWI (40 CFR part 60, subpart Ec) as promulgated in 1997, for which construction commenced after June 20, 1996 but on or before the date of the current revisions.


The requirements in the revised guidelines result in industry recordkeeping and reporting burden associated with review of the amendments for all HMIWI, EPA Method 22 of appendix A-7 testing for all HMIWI, and inspections of scrubbers, fabric filters, and other air pollution control devices that may be used to meet the emissions limits for all HMIWI. Stack testing and development of new parameter limits would be necessary for HMIWI that need to make performance improvements in order to meet the emissions limits and for HMIWI that, prior to this final action, have not been required to demonstrate compliance with certain pollutants. Any new HMIWI would also be required to continuously monitor CO emissions. New HMIWI equipped with fabric filters would also be required to purchase bag leak detectors.


The proposed rule ICR for these revised emission guidelines was submitted to OMB under OMB Control Number 2060-0422. At the time the supplement proposed rule was published, ROCIS prohibited EPA from submitting the associated ICR under 2060-0422 as there was a renewal ICR pending under this series. As a result EPA submitted the supplements proposed rule ICR under a new series, which was approved by OMB as 2060-0638. The final rule ICR was submitted to and approved by OMB under 2060-0638 as well. This current action transfers the requirements approved by OBM under 2060-0638 back to 2060-0422. Once this change is approved and all of the requirements under the emission guidelines are approved under one ICR, EPA will discontinue 2060-0638.
