These standards apply to facilities
that produce carbon, alloy, or specialty steels (or minimills):
electric arc furnaces (EAFs) and dust handling systems commencing
construction, modification or reconstruction after the date of
proposal and on or before August 17, 1983 (subpart AA) and electric
arc furnaces, AOD vessels, and dust handling systems at steel
plants commencing construction, modification or reconstruction
after August 17, 1983 (subpart AAa). Consistent with the NSPS
General Provisions (40 CFR part 60, subpart A), owners and
operators subject to these rules are required to comply with
recordkeeping, monitoring and reporting requirements, unless
specified otherwise in the regulation. These notifications,
reports, and records are essential in determining
compliance.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
