The Community Development Financial Institutions Fund (the CDFI Fund) is requesting approval of the non-substantive changes in the FY 2011 Community Development Financial Institutions (CDFI) Program application materials. The application package includes: 1) the application and supporting worksheet; 2) instructions; and 3) supplementary guidance. Applicants are required to complete and submit an application so that the CDFI Fund can evaluate applicants for CDFI Program awards allowable according to statutory and regulatory requirements (12 CFR Part 1805). The CDFI Fund collects this information once per funding round.


The PRA expiration date of the current CDFI Program application materials is February 28, 2013. However, each year the CDFI Program application materials are updated to reflect applicable deadlines and any regulations revised in the applicable funding round; these revisions are communicated to the applicants in the CDFI Program Notice of Funds Availability (NOFA). The narrative in the FY 2011 CDFI Program application materials will correspond to the language in the FY 2011 CDFI Program NOFA.


The FY 2011 NOFA will require applicants to:


  1. Apply for Financial Assistance or Technical Assistance but not both.

  2. Complete the section in the application that is relevant to their request. This means applicants requesting Financial Assistance will complete Section 1 in the application and if they are requesting Technical Assistance, Section II.

  3. Complete a PDF-fillable document instead of a Word document for their narrative. The PDF-fillable document will improve the applicants’ ability to complete the application, prevent them from going beyond page limit as well as improve data collection and application review for the CDFI Fund.

  4. Submit shorter applications since some of the narrative information of past applications will now be collected in charts and tables.


These changes do not result in substantive changes to the application materials.


Other than the aforementioned revisions, there are no significant changes in the information that the applicants are required to submit and no significant changes to the collection instrument.
