Justification for Non-substantive Change Request

The Commission is requesting a non-substantive change request to collection 3060-0010, FCC Form 323. Question 3(c) on Form 323 has been converted to an Excel spread sheet (template) to allow the public to submit the information requested of question 3(c) in this new format. The public has requested that the Commission consider another format in which information requested for question 3(c) on Form 323 can be submitted to the Commission. Therefore, the Commission would like to implement the format of the Excel spread sheet to request question 3(c) information. The online form version of Form 323 which contains the same 3(c) question will still be available to the public just in case the public prefers that format instead of the new Excel spread sheet format. The original version of question 3(c) and the new version of question 3(c) are attached for OMB’s review and approval.

Lastly, the Commission revised the pop up language for a temporary FRN. This change is necessary to clarify necessary information to the public. The new FRN pop up language is much clearer and easier to understand by the public. The old and new versions of the FRN pop up language are attached for OMB’s review and approval.
