The purpose of this request for
clearance is for the Quarterly Census of Employment and Wages
(QCEW) program to initiate a research project to understand the
collection environment and learn what information establishments
have available that would help the Bureau of Labor Statistics (BLS)
collect employment data on industry sectors that produce green
goods and services. This information will be used to develop the
data collection instrument and ensure high quality data is
collected.
Emergency clearance is
being sought for the Bureau of Labor Statistics (BLS) Quarterly
Census of Employment and Wages (QCEW) program to conduct Green
Goods and Services Sector Industry Pre-testing. The 2010
Congressional appropriation tasks the BLS QCEW program with
producing employment data on industry sectors that produce green
goods and services. The purpose of this request for emergency
clearance is to initiate a research project to understand the
collection environment and learn what information establishments
have available that would help the BLS collect employment data on
industry sectors that produce green goods and services. The
information collected during the pre-testing will be used to
develop the eventual data collection instrument to ensure high
quality data are collected. The BLS plans to begin collecting green
industry employment data in November 2010 and must begin the
testing immediately in order to allow for the necessary research to
be undertaken and completed within this timeframe; therefore, the
BLS is submitting this Information Collection Request (ICR) to the
Office of Management and Budget (OMB) utilizing emergency review
procedures in accordance with the PRA95 (P.L. 104-13, 44 U.S.C.
Chapter 35) and 5 C.F.R. § 1320.13. The BLS has consulted with OMB
on this request and has OMB approval to initiate the emergency
request process. The BLS plans to submit another ICR before
beginning collection of green goods and services industry
employment data later this year. This ICR will be submitted to OMB
under the standard clearance process (although OMB has agreed to an
expedited review schedule) and will give the public another chance
to comment on this collection.
