Short Statement: The FERC-717 and FERC-516 information collection requirements (Phase I M&V standards) of this final rule (in RM05-5-017) will only be applicable to the 6 RTOs/ISOs. The one-time increase in the burden estimate includes the time: to review and implement the standards, search existing data sources, gather and maintain the data needed, and complete and review the information and make a tariff filing with the Commission. The NAESB standards were voluntary, until FERC approved them and incorporated them by reference into 18CFR.
