VA would like to replace the VA Form 21-0844, Certificate for Fully Developed Claim, with VA Forms 21-526EZ, Fully Developed Claim (Express Compensation Claim), and 21-527EZ, Fully Developed Claim (Express Pension Claim). The forms are part of the updated certification. There is a significant increase in burden hours because the program was initially implemented at 10 regional offices and is now to be implemented at all 57 regional offices.
The VA Form 21-526EZ and 21-527EZ will include the same information as VA Form 21-0844; however, there is a substantial increase in the information provided and questions asked of claimants. These applications, like the VA Form 21-0844, will still allow VA to expeditiously process claims considered fully developed. Generally, a claim is considered fully developed when the claimant has no other information to submit and requires no additional VA assistance with it, except for obtaining certain federal records and ordering medical examinations.
