Justification for Non-Substantive Change Request
Due to expanded reviews of the TEGL, Change 3, the ensuing delay in publication prompted ETA to add guidance regarding the Youth Self Attestation Form (SAF). Specifically, ETA added item d) to Sec. 4, New Guidance, on page 3 of the TEGL:
“No later than 90 days calendar after issuance of this TEGL, ETA requires employers
and states to use only this national Youth Self-attestation Form and cease use of any previously created forms.”
In addition, the SAF (bottom right corner) now states that previous versions are not usable.
