The Teacher Incentive Fund (TIF) is a
competitive grant program. The purpose of the TIF program is to
support projects that develop and implement performance-based
compensation systems (PBCSs) for teachers and principals in order
to increase educator effectiveness and student achievement in
high-need schools. Furthermore, the ARRA requires the Departments
Institute of Education Sciences to conduct a rigorous national
evaluation, utilizing randomized controlled methodology to the
extent feasible, to compare the differentiated effectiveness
incentive component of the PBCS to a 1 percent across-the-board
annual bonus in the national evaluation schools.
This is an ARRA-related
emergency since there is a tremendous need to make the TIF
applications available. Receiving OMB approval on an emergency
basis is essential to awarding funds to develop performance-based
compensation systems that award teachers and principals who
demonstrate effectiveness by improving student achievement in
high-need schools.
This is an ARRA-related new
collection. To carry out this activity the Department must collect
information through an application.
