The Federal Communications Commission
requires all telecommunications providers and certain other
providers of telecommunications, such as providers of
interconnected voice over Internet protocol (VoIP) services, to
contribute to universal service and telecommunications relay
service. Wireless and interconnected VoIP providers are required to
contribute based either on their actual interstate end-user
gross-billed telecommunications revenues, interim safe harbors, or
traffic studies.
The Commission has increased
the number of respondents for the FCC Form 499-A from 5,625 to
5,800 respondents based on the actual numbe rof contributing
entities for fiscal year 2009. For FCC Form 499-Q, the nubmer of
respondents increased from 2,525 to 3,600 based on the actual
number of service providers filing the form in 2009. Therefore, the
total annual burden has been adjusted from 273,129 to 281,710
hours.
