U.S. Farm Production Expenditures Up 5.4 Percent in 2006
Production Expenditures up while Capital Outlays Fall
U.S. Farm Production Expenditures1 totaled $235 billion in 2006, up 5.4 percent from the revised
2005 total of $223 billion. The largest contributors to the increase were Livestock and Poultry
Purchases, up 17 percent; Taxes, up 13 percent; Interest, up 10 percent; Feed, up 8.9 percent; and
Fuels, up 7.9 percent. The rise in production expenditures was spread more evenly across line-item
expenditures this year than in previous years.
Internal and external factors effecting production costs this year include several states that have
record level inventories for hogs, poultry, and cattle. At the same time, hot summer temperatures
and drought in some areas of the country caused substantial productivity and death losses. The
areas hardest hit were the Plains and West regions. Feed expenditures increased partially because
of drought in the Plains Region. The “locking in” of feed prices allowed many operations to control
feed costs, mitigating the overall rise of feed costs. Cattle feeding activity was influenced by the
increased availability of distillers grains from ethanol plants.
Trucks and Autos, Tractors and Self-propelled Machinery, and Other Farm Machinery were down
15 percent, 14 percent, and 7.3 percent, respectively. The drop in Capital Expenditures is likely due
to up-to-date on-farm machinery inventories on farms and localized areas of drought.
The four largest expenditures at the U.S. level accounted for 48 percent of Total Farm Production
Expenditures in 2006. They were Farm Services, 13 percent; Feed, 13 percent; Livestock & Poultry
purchases, 11 percent; and Labor, 11 percent.
In 2006, the average U.S. Total Farm Expenditure was $112,788 compared with $106,423 for 2005.
On average, U.S. farm operations spent: $14,974 on Farm Services, $14,638 on Feed, $12,094 on
Livestock and Poultry Purchases, $11,902 on Labor, and $8,783 on Rent. Revised estimates for
2005 indicate U.S. farms spent an average of: $14,130 on Farm Services, $13,366 on Feed,
$10,311 on Livestock and Poultry Purchases, $11,457 on Labor, and $8,163 on Rent. Average
Total Expenditures for large farms ($1 million and over in sales) were $2.60 million, 3.7 times
larger than the next largest economic class.
Total Expenditures by farm production region were up for all the regions in 2006. The West had
the greatest gain at 12 percent followed by the Plains with an increase of 6.6 percent.
The Midwest farm production region contributed most to the total 2006 U.S. Farm Production
Expenditures with expenses of $64.7 billion, or 28 percent. The other regions ranked by Total
Expenditures were: West, at $61.5 billion; Plains at $52.5 billion; Atlantic, at $30.2 billion; and
South, at $26.2 billion.
The 2006 Agricultural Resource and Mangement Survey - Phase III (ARMS III) sample size was
34,203 with 21,734 usable reports, equaling a response rate of 64 percent. Estimates for the 15
Leading Cash Receipts States14 (Core States) were published for the first time in 2004.

The sum of Total Expenditures for Core States was $150.9 billion in 2006 (64 percent of the U.S.
total) and $142.4 billion in 2005 (64 percent). California contributed most to the 2006 U.S. Total
Farm Expenditures, with expenses of $29.6 billion, or 13 percent. California expenditures were up
14 percent from the revised estimate of $25.9 billion in 2005. Texas, the next leading state,
contributed 7.1 percent to the 2006 U.S. Total Farm Expenditures. States with more than $10
billion in Total Expenditures were: California, followed by Texas with $16.8 billion (2005 - $15.6
billion), Iowa with $14.6 billion (2005 - $14.6 billion), Nebraska with $11.5 billion (2005 - $10.5
billion), Illinois with $10.3 billion (2005 - $10.0 billion), and Minnesota with $10.1 billion (2005 10.0 billion). North Carolina was the only Core State to show a decline.
The U.S. Economic Sales Class contributing most to the 2006 U.S. Farm Production Expenditures
was the $1,000,000 and over class, with expenses of $91.9 billion, 39 percent of the U.S. total.
Expenditures in the $1,000,000 and over class were up 9.9 percent from the 2005 level of $83.6
billion. It was followed by the $250,000 - $499,999 class with $33.4 billion (2005 - $32.7 billion)
and the $500,000 - $999,999 class with $32.6 billion (2005 - $29.4 billion).
The difference in Total Expenditures for Crop and Livestock farms has narrowed over the past few
years. In 2006, they are almost equal, with crop farms at $117.9 billion and livestock farms at
$117.1 billion. The average expenditure for a Crop farm was $128,944 compared with $100,150
per Livestock farm. The largest expenditures for Crop farms were Farm Services at $17.2 billion
and Labor at $17.0 billion, accounting for 29 percent of their total expenses. The largest
expenditures for Livestock farms were Feed, at $29.2 billion, and Livestock and Poultry Purchases,
at $23.3 billion. These two expenditures accounted for 45 percent of their total expenses.
Total Fuels Expense, at $10.9 billion dollars, was up 7.9 percent in 2006. Diesel, the largest subcomponent, was $6.53 billion (60 percent) of the Fuels Expense. Gas was $2.34 billion (21
percent). LP Gas was $1.26 billion (12 percent). Other Fuels was $780 million (7.2 percent).

Program History, Procedures, and Reliability
Program History: The National Agricultural Statistics Service (NASS) has conducted periodic
surveys of farm production expenditures since 1956, annually since 1971. In 1973, Congress
required USDA to provide Cost of Production estimates on an annual basis for wheat, feed grains,
cotton, and dairy. Since then, other commodities were added to the Cost of Production program.
The Farm Production Expenditure Survey and the Cost of Production Survey were combined and
called the Farm Costs and Returns Survey (FCRS) beginning in 1985.
The Agricultural Resource Management Survey (ARMS) replaced the former Cropping Practices
Survey (CPS) and the FCRS in 1996 improving the efficiency of data collection. The initiative to
combine these surveys came from a growing need for more data to perform detailed examination of
the relationship between various production practices (such as chemical and tillage use) and farm
financial conditions.
NASS initiated an estimation program in calendar year 1993 for Farm Production Expenditures.
Farm Production Expenditure publications for prior years included only survey indications for
expenditures at the U.S., regional, size, and type of farm levels. Currently, estimates are published
for major groupings of farm production expenses for the U.S., five Farm Production Regions, seven
U.S. Economic Sales Classes, two farm types, and the 15 Leading Cash Receipts States.
In 1993, due to increased demand for quality production input data, NASS and Economic Research
Service (ERS) began jointly setting estimates for production input costs. This change in procedure
was facilitated by the adoption of new summary adjustments for non-response and farm coverage.
The Agricultural Statistics Board establishes estimates for major expenditure items for the current
year and considers revisions for the previous year’s preliminary data. Formal release of expense
data occurs in coordination with release of related ERS statistics such as net farm income.
One of the primary uses of farm production expenditure data is for weighting in the construction of
Prices Paid Indexes. In early 1995, NASS completed a revision of the indexes. To facilitate this
process, changes were made in component items estimated in this publication. The changes
included the following: grazing fees were moved from the Farm Services category to Rent, Oils and
Lubricants were moved from Fuels to Farm Supplies and Repairs, repairs and maintenance
expenditures were moved from Other Farm Machinery to Farm Supplies and Repairs, and Building
and Fencing materials were combined with Farm and Land Improvements to make the Farm
Improvements and Construction category. Estimates for these levels were revised back to 1990, at
the U.S. level, to provide a more useful series for data users.
The uses and users of ARMS III data (this phase collects financial and demographic data) have
expanded significantly over the past several years. Currently, data collected allows ERS to develop
many estimates including farm income, cost of production for selected commodities, farm business
balance sheets, farm productivity indicators, and analysis of farm financial and household
characteristics. In addition, Congress, USDA, researchers, and agribusinesses utilize data to
develop forecasts, conduct research projects, and establish and review farm policy. As the
agricultural community becomes increasingly more complex and integrated, the demand for quality
farm expenditure and income data continues to increase.
In 2002, the definitions of the U.S. Economic Sales Classes were updated to be consistent with
other NASS economic publications and to provide a more in-depth look at expenditures estimates
by gross value of sales. The 2001 expenditure estimates were updated to provide a historical
reference for the new classes using the new economic classes. The five U.S. Economic Sales
Classes used in previous years were as follows: $250,000 and over, $100,000-$249,999, $40,000$99,999, $10,000-$39,999, and Less Than $10,000. The new seven U.S. Economic Classes are as

follows: Less Than $10,000, $10,000-$49,999, $50,000-$99,999, $100,000-$249,999, $250,000$499,999, $500,000-$999,999, and over $1,000,000.
In 2003, NASS and ERS appropriated nearly $7 million for the restoration and expansion of the
ARMS program. The subsequent changes included: increased sample size, recombining of
expenditure categories, fuel sub-component estimates, and a calibrated summary. ERS funding was
used to support ARMS data collection. Sample sizes were increased in the 15 States with the
highest cash receipts. The additional samples improved data quality, and allowed for the
publication of state level estimates by NASS the following year. The NASS funding restored the
ARMS sample to historical levels, as well as the restoration of the Field Crops Chemical Use
Program and ARMS II - Production Practices Report.
The items included in the Farm Improvement and Construction Expenditure were changed in 2003
to include expenses for the operator’s dwelling (if the dwelling is owned by the operation). Fuels
expense sub-components were published for the first time in 2003. Significant variations in energy
prices over the last few years have made energy usage an important issue.
In 2004, the farm production regions were reduced from 10 to five regions. This change was made
to allow NASS to publish state level expenditure estimates without disclosing data for unpublished
states. The map, on page 68, shows the new distribution of regions and states.
The first expenditure estimates were published, for the 15 Leading Cash Receipts States, in 2004.
The publication of this additional data coincides with a significant increase in the survey sample
size in each of these States during the 2003 calendar year. These states were chosen because of
their importance to cash receipts and their significance to total farm production expenditures. (See
the map on page 68.)
In 2005, a change was made to the survey edit that allowed Landlord Real Estate Taxes to be
carefully examined by editors. Research indicated this change was needed to improve data quality
in the area of taxes. As a result, about 3,300 more Landlord Real Estate Tax questionnaire cells
were imputed. The effect of the change accounts for a portion of the increase between 2004 and
2005 in the Taxes estimate. The fuel sub-components sample was increased by adding the subcomponent questions to two more questionnaire versions (version four and five) in 2005 and all
questionnaires in 2006.
During 2005 and 2006, an emphasis was placed on cattle farms where not all cattle are owned by
the operation. These operations were identified and correctly recorded for production contracts and
contractor livestock purchase expenditures. This edit work resulted in a step up of the data series
(about 1 percent of total expenditures). Research indicates that after the 1997 Agricultural Census,
and the 1999 Agricultural Economics and Land Ownership Survey, and an emphasis from ERS on
contracts in general in the mid to late 90’s, a similar change in the data series occurred.
Also, in 2006, Miscellaneous Capital Expenses was added as a separate line-item to the publication.
Summary inconsistencies with version five (Core) questionnaires dictated that Miscellaneous
Expense be summarized with General Business Expense and rolled up into the Farms Services lineitem.
Survey Procedures: A sample of approximately 34,200 farms and ranches was contacted January
through April of 2007 in all states except Alaska and Hawaii. ARMS III covers the population of
farms in the 48 contiguous states that meet the official USDA definition (all establishments which
sold or would normally have sold at least $1,000 of agricultural products during the previous year).
These operations include not only traditional agricultural farms such as grain farms and ranching

operations, but also specialty farms such as orchards, nurseries, and those producing fish in
captivity.
ARMS III is a multiple frame survey which utilizes a list frame and a complementary area frame.
The list frame typically represents the larger more specialized operations contributing the greater
portion of the data expansions. The area frame provides coverage for the operations that are not
available for sampling from the list. Since all of the operators on the list frame are also part of the
area frame, rigorous procedures are followed to be certain that an operation is only included in the
data expansions once. These multiple frame expansions are unbiased and provide more precise
expansions than could be obtained by using the area frame alone.
Specialized training occurred prior to the ARMS data collection period to ensure consistent and
proper execution of survey procedures in farm determination, data collection, and editing of detailed
expense and income data.
Data were edited using both hand and machine edit procedures. Questionnaires were reviewed for
consistency, data relationships, and completeness. Past analysis has shown approximately half of
all changes made by editors were for correcting data recorded in the wrong cell. In cases where
respondents were unable or unwilling to report data for any item on the questionnaire, the field
enumerators or survey statisticians can impute a value. For income related debt/asset data and a few
expense items, an algorithm imputed for any missing values based on similar size and type of
operations after all records have cleared the edit. For other expense items where no data were
reported, cells were edited if appropriate by the survey statistician to a positive value based on other
reported values from similar operations.
Since 1992, the Direct Expansion (DE) summary has been adjusted for under coverage and total
number of farms. In 2003, a calibrated summary was developed and this new methodology uses an
increased number of target commodities. Those targets include: 1) Harvested acreage for corn for
grain, wheat for grain (all types), soybeans, cotton, and potatoes, 2) Harvested acreage for principal
vegetables for fresh market and processing, 3) Bearing acreage for citrus fruits, 4) Bearing acreage
for non-citrus fruits and nuts, 5) Broiler and turkey inventories and the number of eggs produced, 6)
Cattle and hogs and pigs inventory, 7) Milk production, and 8) total number of farms by U.S.
Economic Sales Class. The sources for the targets are official USDA estimates.
In 2004, analysis tool improvements made it possible to set the large number of estimates now
required for this publication. In 2005, Executive Summaries were sent to all states electronically.
This presented the opportunity to provide more administrative and sample response data to the Field
Offices as they completed their review.
Data Comparability: This publication includes estimates for 2005 and 2006 Farm Production
Expenditures for the U.S., five Farm Production Expenditure Regions, seven Economic Sales
Classes, Type of Farm, and the 15 Leading Cash Receipts States. Historic Total Expenditures and
expense items are provided from 2002 forward to provide data users a comparable data series.
Some of the expenditure estimates published in this report will differ from production expense
estimates published in the ERS "Farm Business Economics Report.” As the agency responsible for
estimates of farm income, ERS treats agriculture as a sector in the U.S. economy while NASS is
interested in annual production expenditures as a cash outlay to farming operations. In most cases,
items that would be considered cash farm operating expenditures are estimated the same way by
both NASS and ERS. This would include production inputs such as feed, seed, fertilizer, and
chemicals.

A major difference in accounting between NASS and ERS occurs with capital expenditures. NASS
considers capital expenditures such as purchases of vehicles and construction of buildings as a cash
outlay for the farming operation during the production year while ERS treats these expenditures as
depreciable assets to the farm sector.
Additionally, a difference in methodology exists for Livestock and Poultry Expenditures. NASS
accounts for all livestock and poultry sales (which includes inter farm transfers) and livestock
leasing in this expense. ERS only accounts for final sales and intra farm sales of meat animals
across state lines to match cash receipts methodology. ERS also calculates poultry expenses
separately using price and quantity factors, and puts miscellaneous livestock and livestock leasing
in Miscellaneous Expenses.
Data Reliability: Two types of errors, sampling and non-sampling, are possible in an estimate
based on a sample survey. Both types affect the "precision" of the estimates. Sampling error occurs
because a complete census is not taken. The sampling error measures the variation in estimates
from the average of all possible samples. An estimate of 100 with a sampling error of one would
mean that chances are 19 out of 20 that the estimates from all possible samples averaged together
would be between 98 and 102, which is the survey estimate plus or minus two times the sampling
error. Relative sampling error is expressed as a percent of the estimate. Sampling errors are
published for selected items and are expressed as a percent of the estimate. The percentages are
referred to as Coefficients of Variation (CV). The ARMS III CV is about 2 percent at the U.S. level
for Total Expenditures and is about 5 percent for major expenditure items.
For 2005 Total Expenditures, the relative sampling errors for the DE indications were as follows for
the different groupings estimated: 3.3 percent at the U.S. level, from 3.4 to 11.0 percent at the
Regional level, from 2.2 to 8.0 percent at the U.S. Economic Sales Class level, 5.8 percent for Crop
Farms, 4.0 percent for Livestock Farms, and from 3.7 to 17.2 percent for the 15 Leading Cash
Receipt States. For 2006 Total Expenditures, the relative sampling errors for the DE indications
were as follows for the different groupings estimated: 1.9 percent at the U.S. level, from 2.5 to 5.0
percent at the Regional level, from 2.6 to 7.3 percent at the U.S. Economic Sales Class level, 2.3
percent for Crop Farms, 3.4 percent for Livestock Farms, and from 2.3 to 13.5 percent for the 15
Leading Cash Receipt States.
For 2005 Total Expenditures, the relative sampling errors for the calibrated expansion were: 3.4
percent at the U.S. level, from 2.9 to 12.4 percent at the Regional level, from 2.3 to 8.4 percent at
the U.S. Economic Sales Class level, 2.1 percent for Crop Farms, 7.5 percent for Livestock Farms,
and from 1.9 to 16.8 percent for the 15 Leading Cash Receipt States. For 2006 Total Expenditures:
1.7 percent at the U.S. level, from 1.6 to 5.2 percent at the Regional level, from 2.6 to 4.6 percent at
the U.S. Economic Sales Class level, 2.4 percent for Crop Farms, 2.4 percent for Livestock Farms,
and from 2.5 to 7.4 percent for the 15 Leading Cash Receipt States.
Data from sample surveys are also influenced by non-sampling errors which are not always
measurable or known. Non-sampling errors may be introduced by enumerators, respondents,
questionnaire design, or field and office procedures. This might occur for example, when
respondents record the wrong unit for a marketing contract (cotton bushels not cotton bales).
Efforts are made to minimize these errors and maintain survey accuracy through proper training of
all individuals involved with the survey, detailed review and verification of data, and analysis of
data for comparability and consistency.
