The Animal and Plant Health Inspection Service (APHIS) is requesting emergency review, processing, and approval of an information collection activity that is needed in connection with the efforts of the United States Department of Agriculture (USDA) to prevent the spread of disease and its vector to noninfested areas of the United States.
This interim rule will establish restrictions on the interstate movement of regulated articles by quarantining the State of Florida, two parishes in Louisiana, and one county in South Carolina due to the presence of citrus greening and quarantining Alabama, Florida, Georgia, Guam, Hawaii, Louisiana, Mississippi, Puerto Rico, Texas, three countries in South Carolina, and portions of three counties in California due to the presence of Asian citrus psyllid, a vector of the bacterial pathogen that causes citrus greening.
Establishing these regulations will require the completions of compliance agreements, limited permits, Federal certificates, labeling, recordkeeping, notification of inspection by respondents.
APHIS is requesting approval of the paperwork clearance package by March 1, 2010.
