This request for a no material/nonsubstantive change will allow the EDA to change its grants approval process to require applicants to submit supplemental information required by the ED-900 ÂApplication for Investment Assistance at the time of initial application, instead of at the time EDA determines the application merits further consideration. The instructional changes to Form ED-900 will implement the grants approval process changes. The change will decrease the number of respondents from 1,525 to 1,408. However, for applicants who do apply, the average burden hours will increase slightly from 22 to 24 hours. The overall effect is that the total burden hours are expected to decrease from 25,975 to 25,828.
