This document contains interim final regulations implementing the rules for group health plans and health insurance coverage in the group and individual markets under provisions of the Affordable Care Act regarding preexisting condition exclusions, lifetime and annual dollar limits on benefits, rescissions, prohibition on discrimination in favor of highly compensated individuals, and patient protections.
New statute with imminent applicability. These interim final regulations are effective 60 days from release.

The Departments assume that the notice for all plans and policies (including self-insured plans that are administered by insurers) will be prepared by the estimated 630 health insurers operating in the United States. On average, the Departments expect that one-half hour of a legal professional’s time will be required to draft this notice, resulting in an hour burden of approximately 160 hours. The Departments estimate that, on average, five minutes of a clerical staff member’s time will be required to incorporate the specific information into the notice and mail the estimated 29,000 notices. This results in an estimated hour burden of approximately 2,400 hours. Therefore, the total hour burden of this notice requirement is approximately 2,600 hours (50% to DOL and 50% to IRS).
