To determine the efficiency of USDA's
outreach and technical assistance programs and identify methods for
improvement.
As part of the 2008 Farm
Bill and the GAO Audit, the Assistant Secretary for Civil Rights
has been task with undertaking an independent civil rights
assessment evaluation of the delivery of technical and financial
assistance by USDA through its various agencies and programs with
regards to civil rights. This collection is a tool to promote equal
access to USDA Farm programs and services for minority farmers and
ranchers with agricultural interests.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
