This collection of information
pertains to an interim rulemaking that is a revision to various
sections of the 30 CFR 250 regulations that will amend drilling
regulations in subparts D, E, and F. This includes requirements
related to subsea and surface blowout preventers (BOPs), well
casing and cementing, secondary intervention, unplanned
disconnects, recordkeeping, well completion, and well
plugging.
This collection of
information is needed to begin before the expiration of time
periods established under 5 CFR 1320 and is essential in carrying
out the requirements of the Secretary's Safety Measures on the OCS
Report to the President, dated May 27, 2010. The report requires
the establishment of new requirements for drilling regulations
(this rulemaking) related to well control no later than 120 days of
the report date (September 30, 2010).
