Brief summary of program (may use the same statement from 83-C): The purpose of this change is to add the new Technical Assistance for Student Assignment Plans program (CFDA forthcoming)to the approved list of programs allowed to use the generic application template. Authorized within FY 2009 appropriation for Training and Advisory Services Program, Civil Rights Act of 1964, Title IV, as amended; 42 U.S.C. 2000c-2000c-2, 2000c-5, the TASAP looks to provide grants to Local Educational Agencies (LEAs), also referenced as school districts, to arrange and pay for technical assistance in preparing, adopting, or modifying, and implementing student assignment plans in accordance with the parameters of recent Supreme Court decisions pertaining to school desegregation. This program is designed to assist LEAs in avoiding racial isolation and the segregation or resegregation of schools and promoting student diversity. It will help LEAs to accomplish these goals by providing them with assistance in developing, implementing, or maintaining, or both, student assignment plans that fall within the parameters of recent Supreme Court decisions pertaining to school desegregation, which require a compelling governmental interest in avoiding racial isolation. LEAs shall use funds to seek assistance and expertise from student assignment specialists, demographers, community relations specialists, facility and other planners, curriculum specialists and others in comparable school districts as well as specialists and consultants from academia, non-profit organizations, Civil rights organizations and the private sector in preparing, adopting, or modifying, and implementing student assignment plans.
