This is a revision of a currently
approved ICR for data collection associated with the application
for EPA's Sustainable Water Leadership Program (SWLP). The SWLP
program is the newest iteration of the awards program authorized by
section 501(e) of the Clean Water Act (CWA). The voluntary awards
program has been an effective tool in the EPA's constant effort to
recognize and award outstanding and innovative utility management
practices, and to transform utility management. The SWLP maintains
elements from the previous Clean Water Act Recognition Awards
Program, namely, excellence in operations and maintenance,
biosolids, combined sewer overflows, pretreatment, and stormwater
management, and also expands eligibility to community drinking
water utilities and systems, and managed decentralized treatment
systems (public or private). The Awards Program is managed in EPA's
Office of Wastewater Management (OWM). The Awards Program
recognizes industries, municipalities, utilities and systems which
have demonstrated outstanding technological achievements,
innovative processes, methods or devices in their waste treatment
and pollution abatement programs. Utilities that are recognized
will receive a letter and certificate signed by the EPA
Administrator or Assistant Administrator for Water, their utility
name will be posted on EPA and outside organization web sites, and
announced at national conferences. EPA regions may also opt to hold
Regional ceremonies. Additional recognition will be made through a
Federal Register notice, reports, news articles and other national
publications. No confidential or sensitive information is
requested.

The differences in burden
associated with this ICR are due to: o Change to the number and
type of applicants eligible under the program. The anticipated
average response of interested applicants rose from 145 to 679. o
Update to the estimate of respondent's effort to complete the
revised Recognition Application. o Assumption of burden by the EPA
of hours previously assigned to NPDES-Authorized States to review
applications. o Addition of burden hours for pretreatment awards
which were historically covered under a separate ICR for the
National Pretreatment Program (OMB Control No. 2040-009, EPA ICR
No. 0002.14).
