This Justification for Change request is to merge the following four information collections into 0581-0093. Because rulemaking was involved, new collections were created. Within the rules, supporting statements and Federal Register Notices, it states that upon OMB approval the collections will be merged into 0581-0093.

Since 0581-0093 expires on March 31, 2011, a 60-day Federal Register Notice for comments needs to be published in October. AMS would like to include burden hours and forms of all four collections in the Federal Register Notice. Therefore, we are requesting an expedited approval of this change request. Upon approval, a discontinuation request will be submitted to OMB for each of the four collections being merged into 0581-0093. The affected public would primarily be business or other for profit entities, or small farms.
