Dear Red Snapper Fisherman,

In late January, I sent you a second copy of a survey questionnaire that was designed to help us better understand whether the red snapper IFQ program is achieving it objectives and whether its performance can be enhanced. Many red snapper fishermen have filled out and returned their questionnaires. But as of February 25, we haven’t heard from you.

If you have not completed the questionnaire, please consider completing it today and send it back to us in the return envelope that was provided. We believe that your input to this research is extremely important because the information you provide will help us provide a more detailed assessment of the program which will allow us to identify both its strengths and its weaknesses. If you have completed and returned the questionnaire to us, please accept our sincere thanks.
