This survey will be administered as a supplement to the Bureau of the Census' Current Population Survey in June 2011 in response to a statutory mandate in section 7 of the Federal Deposit Insurance Reform Conforming Amendments Act of 2005 (Pub. L. 109-1730). The survey will collect data on unbanked (those who do not have an account at a bank or credit union) and underbanked (those who have a deposit account but who also rely on alternative, non-bank financial service providers for transaction or credit services)individuals.

Although the survey has been revised, the revisions are burden neutral with respect to the time per response. Nevertheless, the total burden decrease of -1250 hours is the result of an adjustment of -7500 in the estimated number of respondents. The adjustment to the number of respondents reflects the FDIC's assumption that the response rate for the June 2011 survey will be roughly equivalent to the 86% response rate for the January 2009 survey.
