SUPPORTING STATEMENT



  1. CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION


The Pension Protection Act of 2006 (PL 109-280) provides in section 1213(c) of the Act that taxpayers claiming a deduction for a qualified conservation contribution with respect to the exterior of a building located in a registered historic district in excess of $10,000, must pay a $500 fee to the Internal Revenue Service or the deduction is not allowed.

Amounts pay are to be dedicated to Internal Revenue Service enforcement of qualified conservation contributions.

Electronic filing is available for Form 8283-V.

  1. ESTIMATED TOTAL ANNUAL COST BURDEN TO RESPONDENTS


As suggested by OMB, our Federal Register notice [75 FR 40028] dated July 13, 2010, requested public comments on estimates of cost burden that are not captured in the estimates of burden hours, i.e., estimates of capital or start-up costs and costs of operation, maintenance, and purchase of services to provide information. However, we did not receive any response from taxpayers on this subject. As a result, estimates of the cost burdens to respondents are not available at this time.


  1. ESTIMATED ANNUALIZED COST TO THE FEDERAL GOVERNMENT


The primary cost to the government consists of the cost of printing Form (approx. $9 per 1,000). We estimate that the cost of printing the form is less than $1,000.


  1. REASONS FOR CHANGE IN BURDEN


The change in taxpayer burden is the result of new estimates on the number of respondents.
