The following listed below are revisions to the collection:
Increase in burden (responses/burden hours) is due to a PROGRAM CHANGE in the requirements per rulemaking USCG-2004-17914; RIN 1625-AA16. The Coast Guard is amending its regulations governing requirements for credentialed mariners and is proposing to add the requirement that all credentialed mariners advise the US Coast Guard National Maritime Center (NMC) of any significant change in medical conditions as defined in proposed 46 CFR 10.307. The result would be—
An increase in responses (applications) from 65,299 to 73,299. This represents an increase of 8,000 responses (a 12% increase).
An increase in burden hours from 10,833 to 13,500, representing an increase of 2,667 responses (a 25% increase).
This increase in responses and burden hours is not expected to result in an increase of waivers or disqualifications associated with significant changes in medical condition. Only timing would be impacted. Such medical conditions could be identified and treated earlier because of the increased frequency in medical examinations, as required by the amended regulations.
USCG has created printable instructions for this collection of information.
Updates are provided for cost burden and government cost associated with this collection of information.
