The following listed below are revisions to the collection:
Decrease in burden (respondents/responses/burden hours) is due to a PROGRAM CHANGE in the requirements per rulemaking USCG-2009-0091; RIN 1625-AB47, published on October 19, 2010 [75 FR 64586]. The Coast Guard amended its regulations governing the carriage of solid hazardous materials in bulk to allow use of the International Maritime Solid Bulk Cargoes (IMSBC) Code as an equivalent form of compliance. The revised Coast Guard regulations expand the list of solid hazardous materials authorized for bulk transportation by vessel and include special handling procedures based on the IMSBC Code and existing special permits. The changes reduce the need for the current special permits for the carriage of certain solid hazardous materials in bulk. The result are—
A decrease in the number of respondents from 583 to 576.
A decrease in responses from 771 to 761.
A decrease in burden hours from 895 to 745.
