Instructions for Common Stack Allowance
Deduction Form (OPTIONAL)
The Common Stack Allowance Deduction Form may be used to indicate the number of allowances to
be deducted for compliance from each unit that shares a common stack or pipe. If you choose to use
this form, it must be submitted with the Compliance Certification Report by Novermber 30 of the
calendar year that includes the control period.
Step 1
Enter the calendar year that includes the control period for which you are certifying
compliance, Plant Name, State, and ORIS Code.
Step 2
When two or more NOx Budget units share a common emission stack and have emissions
that are not individually monitored, you have the option of identifying the fraction of total
allowances to be deducted from each unit's NOx Allowance Tracking System (NATS)
Account, unless the units are using an approved apportionment method under 40 CFR Part
75. (Where an approved special apportionment method is used, the deduction from each unit
is already established.) When using this option, enter the NATS Account Number, Fraction of
Total Allowances to be Deducted, and the Common Stack Identification Number for each unit
sharing a common stack. If you do not indicate otherwise, an equal percentage of allowances
will be deducted from each unit's account.
EXAMPLE 1: Four units emit through a common stack (ID No. CS10). The total annual
emissions from stack CS10 = 10,000 tons. Leaving Step 2 blank results in the deduction of
2500 allowances from each of the four units.
EXAMPLE 2: The same four units emit the same annual emissions as in Example 1. The
designated representative wants 60% of the allowances deducted from unit 1, 40% from unit
4, and 0 from units 2 and 3. The step is completed as illustrated:

Paperwork Burden Estimate
The public reporting and recordkeeping burden for this collection of information is estimated to average 1 hour
per response annually. Burden means the total time, effort, or financial resources expended by persons to
generate, maintain, retain, or disclose or provide information to or for a Federal agency. This includes the time
