Compliance Certification Report
For more information, see instructions and refer to applicable state regulation [see also 40 CFR 96.30]

I have attached a list of all the NOx Budget units that are subject to any requirements under the NOx
Budget Trading Program, except for any units with an exemption that was effective during this entire
control period, and I certify that the listed units were in compliance with all requirements of the NOx
Budget Trading Program during this control period.

2)

Each unit was operated in compliance with the NOx Budget emissions limitation.

3)

The monitoring plan for each unit has been maintained to reflect the actual operation and monitoring
of the unit, and the plan contains all information necessary to attribute NOx emissions to the unit, in
accordance with 40 CFR part 75 subpart H.

4)

All NOx emissions from each unit, or group of units (including the unit) using a common stack, were
monitored or accounted for through the missing data procedures and reported in quarterly monitoring
reports in accordance with 40 CFR part 75 subpart H. If conditional data were reported, a statement
indicating that the status of all conditional data has been resolved and all necessary quarterly report
resubmissions have been made is attached.

unit (or group of units including the unit) using a common stack, or for using an excepted monitoring
method or alternative monitoring method approved under 40 CFR part 75 subpart H, if any, have not

complete. I am aware that there are significant penalties for submitting false statements and information or omitting required statements
and information, including the possibility of fine or imprisonment.

Instructions for Compliance Certification Report

The state regulations implementing the NOx Budget Trading Program require the Authorized Account
Representative (AAR) to submit a Compliance Certification Report that includes each unit that is subject
to a NOx Budget emissions limitation in a control period. The report must be submitted to the permitting
authority and EPA by November 30 of the year that includes the control period.
Each AAR must submit one report covering every NOx Budget unit for which he or she is the AAR and
that is subject to any requirements under the NOx Budget Trading Program, except for units with an
exemption that was effective during the entire control period.

Specific Instructions:
For Compliance Year, enter the calendar year that includes the control period for which you are certifying
compliance.
Prepare and attach a list of all NOx Budget units for which you are the authorized account representative and
that are subject to any requirements under the NOx Budget Trading Program, except for any unit with an
exemption that was effective during the entire control period:

The list must include the Plant Name, State, and NOx Allowance Tracking System
Account Number.
Read item numbers one through five.
If applicable, place an X in the box in item four. Prepare and attach the indicated statement.
If you can answer yes to all five items for every NOx Budget unit, place an X in the “Yes” box and proceed to
the certification section below.
Otherwise, place an X in the “No” box and attach an explanation that describes why you checked the “No”
box. For each unit that did not meet all the requirements of the NOx Budget Trading Program during the
control period, identify the plant name, state, and the NOx Allowance Tracking System (NATS) unit account
number. Also, if applicable, include the information required under the applicable state regulation [see also 40
CFR Part 96.30 (c)(5)] (which concerns changes in the basis for certification of a monitor at any unit or units
using a common stack or using an excepted monitoring method or approved alternative monitoring method).

Paperwork Burden Estimate
The public reporting and recordkeeping burden for this collection of information is estimated to average 5 hours per
response annually. Burden means the total time, effort, or financial resources expended by persons to generate,
